Detailed Answer:
Hello
Thanks for the query and photograph.
It is looking like atopic dermatitis.
It is an allergic condition.
I treat such cases with topical steroid cream in day and tacrolimus cream in night.
This gives excellent response in a month.
Take an antihistamines tablet when itching is there.
Let me know if you have any other doubts.
Thank you.
