What Causes High TSH Level While On Synthroid In A Diabetic Patient?

Question: I have type 2 diabetes, and am on synthroid . My TSH is 5.66 has been as high as 8.42. Does this mean my dosage of synthroid is too high? or is it affected by the diabetes ? I am on L-thyroxine tabs 150Mg, take I a day
