According to your complaints it could be due extreme dryness associated with old age or patches of asteatotic eczema.
I would recommend you to upload the photographs of the affected areas so that I can have a clearer picture of the condition and can guide you accordingly.
Meanwhile you can apply a topical steroid like cortisone cream on the affected areas twice daily along with frequent and liberal application of a moisturising lotion containing white soft paraffin 2-3 times daily.
Besides this take antihistaminic like tablet Cetrizine 10 mg once or twice daily depending on the intensity of itching.
