Brief Answer:
I need further details.

Detailed Answer:
Dear Friend.
Hi , I am Dr Anshul Varshney , I have read your query in detail , I understand your concern.
Fever with bumps on neck in a diabetic patient can be due to infection.
It is difficult to comment with available details that it is MERS or not.

I need a few more details to help you better:

1. Since when are you suffering from fever?
2. Fever is high grade or low grade?
3. Is fever associated with Chills and rigors/ Burning micturation/Pain in throat?
4. Any history of cough?
5. Any history of weight loss, night sweats?
6. Since when are you having the bumps?
7. Are they superficial or inside your skin?
8. Please attach a photograph of it
9. When did you have Strept sore throat? What medications did you take for them?
10. Any history of MERS in the region you belong to? Any confirmed cases?

This is my personal opinion based on details available here. If you still have any other query, you may please ask me and answer these questions preferably in point wise manner.
Stay Healthy.
