Brief Answer:
Not normal. Needs to be examined.

Detailed Answer:
Thanks for asking on HealthcareMagic.

The first teeth (the lower middle teeth) usually start erupting at around 6-7 months. It is expected to have erupted by 1 year of age and so I would not consider it normal. What is concerning is whether the teeth have been formed under the gums. If the formation is proper, eruption is just a matter of time and you need not worry about it. But in order to confirm that you need to take her to a dentist who would be able to ascertain that things are proceeding fine. As of now, you should regularly massage her gums with your finger.

Let me know if I could help further.

Regards
