Brief Answer:
It could be diabetic skin lesion

Detailed Answer:
Hi XXXXXXX

Welcome to HCM. I had gone through your question and understand your concerns.

Diabetics can have many skin lesions in body collectively called diabetic dermopathy. The common ones is the black spots in the shin. This can be seen in up to one third of patients with diabetes.

How many black spots are there in shin?
How good is his diabetic control?
Is he having diabetic neuropathy(pain or numbness in legs)?

More than 4 spots suggests it more likely to be diabetic skin spots.

Hope I have answered your question. If you have any further questions I will be happy to help.

His shins are covered with the spots. Is his diabetes being controlled, or should he see a specialist for this.

Brief Answer:
You should consult a dermatologist

Detailed Answer:
Hi XXXXXXX

You should consult a dermatologist to see if it is just diabetic dermopathy or something treatable like an infection or vasculitis.

The diabetic dermopathy will have some improvement with control of diabetes and improvement in nerve and blood vessel damage in diabetes.

If you have any further questions I will be happy to help
