Question: My five year old grandson blinks his ey es and is always clearing his throat any idea why.

This sounds like allergies. Blinking the eyes and clearing the throat may be due to allergic irritation of the eyes and postnasal drip from allergens.
His pediatrician could try him on a safe dose of antihistamine to see if this helps the situation or refer him for allergy testing.
This does not sound dangerous but something that could probably be corrected by avoiding the allergens (if you find out what they are) or with medications.
