Brief Answer:
different possible causes

Detailed Answer:
HI, thanks for using healthcare magic

The temperature of the extremities is related usually to blood or nerve supply in the area.

Decreased blood supply can occur in: (1) peripheral vascular disease as a result smoking, high blood pressure, high cholesterol or diabetes
(2)raynauds disease -decreased blood supply due to autoimmune disease
(3)trauma affecting blood supply
(4)vasculitis- inflammation of the blood vessels can sometimes also have this effect

Altered nerve sensation can also result in a cold sensation in these areas.

The migraines are not necessarily related. Migraines can occur in response to different triggers eg emotional or physical stress or illness, some cheeses, chocolate, wine, avocado, lack of sleep.

There are migraine specific pain killers that may be effective eg the triptans.

If the migraines occur frequently then she may need prophylactic medication which would prevent the headaches from occurring.

To determine if the decrease temp is related to blood or nerve supply she would need to see her doctor for an assessment.
He or she would assess both the blood and nerve supply by physical examination.

Blood tests, if autoimmune disease is suspected, may also be needed

I hope this helps, feel free to ask any other questions
