What Causes Blisters As Per The Attached Images?

Question: What could this be it doesn't itch or hurt feels warm at touch and has blisters gives me a lot of anxiety not knowing what it could be

I am Dr. kakkar(Dermatologist and Venereologist). I have noted your concern and I have viewed the image.
I can see a red blotchy patch with few overlying blisters. This could be a contact dermatitis. I request you to upload a few more images in good light but without camera flash.

this is the best I could do my arm feels at this point like if I have been injected with the flu shot it aches

This is most likely either irritant dermatitis or an irritant reaction to insect bite. I can see that the arm is swollen and there is blotchy redness and vesicles.
I suggest you to take an oral antiinflammatory / painkiller e.g ibuprofen or diclofenac to relieve pain and swelling.
Topically you may use a moderately potent topical steroid cream e. g either Mometasone furoate 0.1% cream or Triamcinolone acetonide 0.1% cream, twice daily. You can use either of the above along with Neosporin ointment (triple antibiotic ointment).
These are prescription topical medications and I suggest you to kindly talk to your local practitioner regarding the same.

even if i have no itchiness and I was wearing long sleeve

Aching, burning are more of a symptom of irritant reaction rather than itching.
Certainly not when you were wearing full sleeve.Must have been when you were not.
