Scab, a hard coating on the skin formed during the wound healing reconstruction phase.
Based on the very little information provided by, if the scab fall of prematurely, it will leave behind a raw area of wound.
I would like to know are you mentioning this raw area as blister. Kindly upload the photos for better assessment.
Which part of the body is affected.
Have you tried to remove the scab
Is there history of injury or what happened that resulted in the formation of scab.
Do you have fever, are you diabetic.

Presently I would sut you to keep the area clean, apply neosporin ointment for faster healing, as you haven't mentioned about any fever other signs of infection, you should be fine.

I fell about 2 weeks ago scrapped top layer of skin off bleeding bandaid and antibacterial ointment scab fell off few days ago today a fluid filled blister formed in the area where the scab was no fever or discharge from the area. How do I upload photos?

I have seen the picture, it is fine, kindly Apply the antibiotic ointment to it, you should be fine. I would suggest you to avoid touching or trying to remove the scab once it forms, let it fall on its own.
