Brief Answer:
Small infection and vein or a tendon as described.

Detailed Answer:
Hi.
Thanks for your query.
Read your history and understood your concerns over the swelling and soft painless lump, feeling like a thick wire that you can move right underneath the skin after you popped the zit. The tattoo is just a week old, with good healing process and there is warmth to the area.

Picture is not available with this query, please post it again. OK, I got it available with another questions, if that is what you mean by.

As per your description and the picture you have provided, this looks to be skin infection as the red spot is away from the tattoo. The thick wire-like swelling underneath the swelling can be due to a thrombosed vein or an inflamed tendon and both can be painless.

You may please visit your Doctor to get a clinical evaluation by palpation and doing a few tests to see whether this is vein or tendon as tendon would get tight on contracting the muscles but not the vein; get an appropriate prescription based treatment.

I hope this answers your query, please feel free to ask for relevant further queries if you feel that there is a gap of communication.
