What Causes A Red Bump On The Upper Chest?

Question: I have red bump rash on my upper chest. Its been than there for a while now ( couple years) it starting to hurt. Usually hurts more when the air is dry. Thought it was a wet suit rash but it's not going away. Not sure what to do with it.

Thanks for the photograph.
It's looking like an allergic reaction.
I treat such cases with a topical steroid cream like cortisone to be applied twice daily for a week.
Try to keep your skin moist by applying moisturiser twice a day.
You can apply cortisone and after a gap of half an hour apply moisturiser.
This should help you.
