Question: hello i have 2 ovalish red marks on my neck. they dont itch or burn, they are smooth and dont feel dry. what is this?

Those light brown/tan patches seem like those of Pityriasis versicolor, which is a superficial fungal infection caused by the yeast, malassezia furfur. I suggest you to apply a topical antifungal e.g ketoconazole 2%cream, twice daily for 2 weeks.
