Question: Over the past few weeks I have developed warts in my pubic area/lower abdomen. Is this Genital Warts/HPV?

Hello,
Thank you for the pictures.
It looks like you have got Mollusca contagiosum, a type of viral skin infection transmitted most oftenly by sexually route in adults.
For the treatment, the best measure is removal of mollusca bodies with a special instrument called mollusca extractor followed by cauterization of each lesion with radiocautery.
Make sure you get this treatment done from a certified dermatologist only.
Avoid any sexual activity untill complete resolution of these lesions.

How could you distinguish Mollusca Contagiosum from HPV/Genital Warts? What makes you suggest it is Mollusca contagiosum and HPV?

The diagnosis I have put forward is purely on the basis of clinical review of your photographs. The pearly white appearance with central indentation in one particular lesion makes me think of Mollusca more than wart.
Since both can mimic each other clinically a definitive diagnosis is only possible with biopsy but is usually not warranted as both are infective and should be treated in same way i.e cauterization.
Moreover in Mollusca, a whitish grain like Mollusca bodies can be extracted from each lesion with an extractor.
