Question: my hight is 176 cm and weight is 87kg, i am having central obesity , i want to be muscular and reduce weight, can whey protein supplement and drugs for reducing weight will help me achieve my goal.
my target is 68kgs by Feb 2016

your weight for height is within normal limits so you are healthy as you said you have central obesity only, i will definitely say no nutritional supplements and drugs will help you. the best and only good option i will advice you is
1. Regular exercises both morning and evening for one hour each session
the exercises must include abdominal muscle pressing exercises
and pranayama or breathing exercise where you have to constantly breathe out using your abdominal muscles as long as you can do it
2. avoiding snacks in between meals
3. avoiding fried items

Before taking any anti lipid lowering medications i will definitely ask you to do lipid profile though you are not obese.
no magical drugs and protein suppliments can make you muscular. these protein suppliments will work only you do your muscle building exercises regularly.
