Question: I have been online before iam still suffering from thr same problem. The inside of scrotum and the shaft my penis feel like it has been scrape using sand paper.

I am Dr Rakesh Sharma answering your query.
You may be suffering from Tinea cruris.
Though you have not mentioned any other part of the body also feels like that or not but if it is there then it could be scabies as well.
Tinea cruris is a type of fungal infection which is suppose to be very irritating and difficult to treat because the groin area gives it perfect environment to grow.
Even if treated and patient feels it is gone, it has not.Even few threads remaining
may grow again like the original one.

Main causes are 1. tight clothing 2.persons with more sweating 3.diabetes. are most common.
I advice you to avoid tight clothing any time of the day and no under garments as and when possible,cotton is suppose to be better to absorb sweat.Keeping the affected area ventilated is the idea.
A cream containing broad spectrum anti fungal activity and steroid( to reduce the inflammation) with to be applied thoroughly.
Even you are symptom free keep applying the medication for a long period is KEY, to get rid of this.
No oral medication has been found more useful than local one.

Then you try for culture and sensitivity test.
Mean while carry on with advice as above.
Please understand one thing that keeping the part clean, dry, wearing cloths which easily allows air entry in groin area is equally important as medication.
At the same time see a doctor to find out any other ailment which may be hampering its cure.
