Brief Answer:
Possibility of herpes zoster i.e shingles

Detailed Answer:
Hi.

I have viewed the Image. I can see a red, raised bumpy rash with overlying fluid filled vesicles.
I would keep a possibility of herpes zoster i.e shingles.
I would like to gather some more infomation from you in order to be able to guide you better.
Is it located only on one side of the body? is it painful?associated with burning sensation?
How long since you have it?

The rash is on the left side of the neck only, there is no pain or burning sensation. The rash was there for about two days last week, I used a clotrimazole cream mixed with a steroid and it went away, a few days later the fur on my coat began to rub on my neck and I felt a slight itch and the bumps came back, I have applied the cream again and it is almost clear, but I am curious to know what it is.

Brief Answer:
Possibly it is an eczematous tdermatitis

Detailed Answer:
Hi.

In that case it seems that it is most likely an eczematous skin condition.
I suggest you to use a moderately potent topical steroid cream e.g mometasone furoate 0.1% cream, twice daily.
In addition you may take a tablet of cetrizine 10mg once daily for symptomatic relief from itching.
