The oral ulcer is likely to be canker sore. However, since your husband have been having the symptoms for 3 weeks, please follow up with a dentist to take a look at the ulcer to rule out other possibilities like viral infection or oral cancer, to be safe.
Meanwhile avoid acidic food like fruits, avoid chewing gum, use soft bristle tooth brush and floss regularly. He can also use lidocaine ointment at the ulcer site to help with pain.
