Brief Answer:
Warm saline gargles will help.

Detailed Answer:
Hello,
Thanks for trusting us with your health concern.
The persistent cough is indicative of upper respiratory tract infection.
In this changing season the cause is most likely viral so treatment with antibiotics is not needed but she should do saline gargles. To make a good warm saline preparation you should add 5 grams table salt to 250 ml of water and make it XXXXXXX warm.
Then do gargles after every meal or after she eats anything during day time.
Cover her with sufficient warm clothes all the time and avoid open cold air exposure as this could aggravate the problem.
Take one teaspoon honey & tulsi juice in the morning or hot drink like milk at bed time is quite helpful. Take hot shower bath, sleep with an extra pillow under head and vitamin-C supplements are very much essential.
In case there is sputum production with cough, considerable pain in the throat, high grade fever or the symptoms persist for more than 4-5 days then do consult your physician for a local physical examination of the throat to rule out any bacterial infection. Antibiotic treatment may be needed in such a case.
Please feel free to discuss further. I will be glad to answer the follow up queries that you have.
Wishing you good health.
Regards.
