Question: just iced my leg now have a red spot that won't go away after a half an hour

Apply a warm wash cloth to the area or soaking in warm water.

Detailed Answer:
I looked at the picture you posted and you may have a first degree "burn" from the ice, or it may simply be blood vessels dilating in the area (vasodilation) since the ice was removed.

You should gently, slowly rewarm the area. You can do this by soaking it in warm water (NOT hot) for 20 minutes, stop for 20 minutes then repeat if necessary.
You can also use a warm wash cloth on the area, but you will need to keep rewarming it.

My guess is that it will be better in a short amount of time.
