Brief Answer:
Seems like post inflammatory hyperpigmentation; Kindly upload another image

Detailed Answer:
Hello. Thank you for writing to us

I have gone through your query and I have also reviewed the Image.
I can make out 3, grouped, hyperpigmented, flat spots in this Image which seems like post-inflammatory hyperpigmentation to me. However I request you to upload a better image with good clarity so that I am able to have a better judgement about the condition.

Also let me know whether do you have any symptoms like itching? Or were the spots preceded by skin lesion (s)?

Regards

Brief Answer:
Fordyce spots on lips; Only a cosmetic concern

Detailed Answer:
Hi.

You may use a moderately potent topical steroid cream e.g fluticasone propionate 0.05% cream (flutivate cream) for thigh spots. They should lighten over the next 2-3 weeks.
The condition on lips is fordyce spots. Fordyce spots present as clusters of yellowish, asymptomatic bumps on lip mucosa in both the sexes, labia minora in females, mucosal aspect of prepuce in males. They are actually ectopic (at places they normally should'nt be present) sebaceous glands.
Fordyce spots may be prominent in some individuals causing a cosmetic concern. They don't have any clinical significance and may be left alone if not very visible.
Treatment of these spots is with either CO2 Laser vaporisation or destruction with radiofrequency cautery. A dermatologist usually performs these procedures and I request you yo visit a dermatologist in your region for the needful.
