Brief Answer:
This sounds more like allregic rhinitis. Try Chlorpheniramine!

Detailed Answer:
Hi,

This sounds like allergic rhinitis. I will not recommend antibiotics but suggest you give him chlorpheniramine sustained-release syrup: 2 mg orally every 12 hours. The You may continue with Levolin as this is mainly used to improve breathing and not control the allergic symptoms. Also, try to match these symptoms with surrounding conditions, food type, different products used, etc as they may be provoking and aggravating factors. However, it is often difficult to pinpoint the source and cause.

I hope this helps. Keep me updated. I wish him a speedy recovery. Feel free to ask for more information and clarifications if need be.
