Brief Answer:
Rash

Detailed Answer:
Hello. I just read through your question and looked at the picture.
This is very typical of newborn skin. it can be dry with small bumps. The babies may also have peeling skin sometimes. it is not an indication of illness and should not be worried about. Keeping it clean with plain water is all that is necessary.

can spills from breast or formula feeding contribute to the cause?

Brief Answer:
Spills

Detailed Answer:
Often, moisture of any type, (ie: milk, drool, sweat), can contribute to the cause. A thin layer of vaseline in the area at all times can help protect against this.
