Brief Answer:
Looks like Psoriasis.

Detailed Answer:
Hi

Thank you for asking HCM

I have gone through your query and picture. It looks like psoriasis. This is not infective or spreading. Using ointments containing combination of salicylic acid 3.5 % and corticosteroid like clobetasol (eg Propysalic NF) is helpful fort this. You can also use liquid paraffin oil along with this for application. You can use antihistamines like cetirizine (Zyrtec) if itching is present. Avoid soaps and irritants to wash the skin on this area. Using just warm water is better.
A consultation with dermatologist is well appreciated.

Le me know if anything not clear.
I am happy to help you.
Thanks.
