Brief Answer:
It looks like a prolapsed haemorrhoid.

Detailed Answer:
Hi
As per your description, it looks like a prolapsed haemorrhoid.
There are 4 stages in haemorrhoids. In 3rd stage, the haemorrhoid which comes out will be reduced.where as in 4th stage,it stays outside.
There is no role of medicines at this stage.
You have to get operated.
Sometimes, this haemorrhoid may get thrombosed and lead to severe pain.
Please consult your Surgeon and get examined clinically and proceed with surgery.
Even after surgery, you should take high fiber diet, plenty of liquids, fresh fruits and vegetables. Your stool should be soft.
Nothing to worry.
Hope I answered your query.
If you have any questions, I will clarify further.
Wish you good health.
Regards
