Question: I had high tibial osteotomy surgery on Dec 8 and was not weight bearing for about 4 weeks and no
w I'm weight-bearing since January 4th but today my knee and my incision are swollen and I am have some pain with it should I go to the er

In my view you must visit the emergency room where the doctor will advise you to get x-ray of that involved part done in AP and Lateral review and also see the condition of osteotomy and physical examination of joint and skin.

Then he will advise you further management of swelling and pain.
