Can you please upload a photo of the area so I can have a look at it?
You seem to be doing the right things by using Epson salts and antibiotic cream. Did you had the boils drained surgically or they got drained themselves?
How long ago did this happen and for how long have you been using the epson salts and the local antibiotics?

Sometimes, if there is still infection underneath the skin, makes it difficult to heal and so it needs removal of the dead skin and cleaning of the area by a doctor, in order for the wound to heal well. So let me have a look at it, so I can suggest what do you need to do next.
