Brief Answer:
Possible diagnoses and suggestions respectively.

Detailed Answer:
Hello,

Thank you for using HCM to post the question of your XXXXXXX issue.

I saw your picture carefully. It is hard for me from the picture to spot if the lesions are raised or not.
I would say though:
-- If the lesions are raised, than it may be warts. They can not be treated with steroid creams.
-- The lesions are flat or itchy it can be tinea versicolor, which is a type of fungal infection. In that case, except a steroid cream you may need to use a anti-fungal cream.
-- It may also be something not related with an infection, the disease called Vitiligo, but in this case you would have some of these white spots in your hands, face ect.

My advise would be that you use a cream which is a combination of an anti-fungal and a steroid cream, for 2 weeks, since the most possible cause is to be an infection/inflamation. If worse or not better, consider seeing your local doctor, so he shall examine, and do the needed tests.

Hope this is somehow helpful.
