Brief Answer:
Continue topical cream and take oral antihistamine

Detailed Answer:
Hi
Welcome
I have gone through your query.

The most probable causes are eczema or fungal infection or contact dermatitis but it is difficult to diagnose only on the basis of description and without clinical inspection of the pubic skin.

So,if it is possible for you, if you can take the clinical picture of the itchy skin and upload it which would be helpful for me to look at the lesion to rule out the possibilities.
Is there any redness? Rash?
Is there any difficulty in passing stool?

Meanwhile, i would suggest you , continue to use over the counter cream that you are using and take oral antihistamine like cetrizine 10 mg twice daily for symptomatic relief from itching.

You can also see some local doctor or dermatologist for clinical inspection.
Hope this helps
Take care
