Suggest Treatment For High BP Despite Medication

Question: my oldest daughter who is 47 is acting very strange and getting worse. her blood pressure has been very high even though she is on med. 180/160 She went to XXXXXXX General the other night. They did blood-work and a brain cat scan. All ok, I guess. Shes rambling talking giberous and continuous. Almost like Tourets. Nobody can sleep including her. Her body temp jumps high until shes pouring sweat. They told her to go to Dent psych. We don't know where to turn because they all thinks shes crazy. Could the result of the high BP could have caused some part of the brain to burn up?
