Brief Answer:
Can be mixed infection , get treated properly...

Detailed Answer:
Hi.
Thanks for your query and an elucidate history.

You have symptoms of burning urination, reddish and gray spots in head and shaft with some pain and tenderness to touch.

This is indicative of balanoposthitis a sort of an infection which is sexually transmitted. It is possible that your partner is suffering from vaginosis/ vaginits.

I think, both of you need a course of an appropriate antibiotic, metronidazole for 5 to 7 days and a single dose of an anti-fungal tablet.
Frequent cleaning of private parts with plain water and to keep the area dry and exposed to air whenever possible.

Get your partner's internal examination done by a Gynecologist. Get blood tests for STDs for both of you on a safer side.

The herpes presents as multiple small vesicles on the glans and shaft. So this may be herpes too or one can have a mixed infection. Herpes has no definite treatment and anti-viral help to reduce the outbreaks.
You may please post the pictures attached to this query and / or take a second opinion of a Dermatologist to get a better diagnosis and proper prescription based treatment.
Avoid sex till you both are cured and use condom from nest time after the present lesions heal well.
