Brief Answer:
Dont worry, no relation to milk

Detailed Answer:
HI
Thanks for writing to us.
I understand that you are very worried that your daughter is getting fever often.
I would like to reassure you that viral infections are very common in this age, the childs immune system is still maturing, hence fever can happen every one or two months.
I would like to know few more details
1. birth weight, current weight
2. Any admissions to hospital
3. Symptoms along with fever like cold or loose stools

Packet milk is not related, no need to worry
Add one degree to arm temperature, if the total final value is more than 100 degree eg ( 99 + 1 ), then it is fever requiring paracetamol.

Few tips
1. Vaccinate for all possible diseases inculding flu and PCV
2. Ensure you dont dilute packet milk, which will take away the nutrition.
3. Fruits and vegetables are natural immune boosters.
4. BAsic tests like hemogram and urine tests may reveal problems like anemia , Urinary infection, etc which can be treated easily if present.
