Hi,
Welcome to HCM.
Fordyce spots are nothing but a visible normal glands of skin. Vitamin E cream would no do anything better. No treatment is necessary as there is no clinical importance or no pathological significance. Can be ignored. Cryo surgery or Laser treatment can ablate the lesions, which are not really indicated.

Brief Answer:
No cream will be useful

Detailed Answer:
Hi,
Welcome back.
Penile skin is very tender. We can not apply anything harsh. No external application will do good for Fordyce spots. Ignore and live with it. The presence is an extra pleasure for your sexual partner.
