Thanks for writing to HealthCareMagic, I am Dr Muhammd Ahmad, I have closely read your question and I understand your concerns, I will hereby guide you regarding your health related problem.

I have closely seen the pictures you have attached along with your question , There does not seem to be anything wrong , this dry patch is usually caused by friction rub, this can be caused by very frequent rub of the skin with clothes.

Here is what you do about it.

1) Use some simple OTC emollient like vaseline petroleum gel.
2) Do not overly wear tight clothes.
3) Wear soft underwears.
4) Do not use soap on your penis.

Regarding smell which you are getting this can be made better with maintenance of proper hygiene , wash your penis with shower gel atleast thrice a day , do not let semen stay on it and under your skin, wash it immediately and thoroughly, in un circumcised penis, the skin can keep dirt,urine drops and semen under it so you have to carefully wash it regularly, this will make things better.

There are scents which are available in the market that can be used to prevent bad smell. Following all these suggestions will help you big time. There does not seem to be any disease though.
