Brief Answer:
You must consult neonatologist and paediatric surgeon immediately.

Detailed Answer:
Hi,
Welcome to health care magic,

I have understood your concern and will guide you appropriately.

The downward displacement or falling back or retraction of the tongue is known as glossoptosis which is a medical condition and abnormality.

It is not the separate entity but could be seen in congenital disorders like XXXXXXX XXXXXXX Sequence (PRS) and Down Syndrome which both are due to chromosomal abnormalities. Here, your babie's chin is also very small as stated by you.

Here, i do not want to scare you but letting you know the possible facts about the problem from which you are going with your newborn baby.
XXXXXXX XXXXXXX syndrome is a congenital medical condition of facial abnormalities in humans which has 3 main features,
1) cleft palate,
2) retrognathia (abnormal position of the jaw or maxilla) and
3) glossoptosis (airway obstruction caused by backwards displacement of the tongue base).

Down syndrome (trisomy 21) is a genetic disorder caused by the presence of all or part of a third copy of chromosome 21 which is associated with physical growth retardation or delays with characteristic facial features and mild to moderate intellectual disability means low IQ.

Your baby might have obstructive sleep apnea due to tongue falling backwards causing upper airway obstruction..

You must consult neonatologist and paediatric surgeon immediately for thoroughly clinical examination and appropriate investigations to get diagnosed the underlying cause.

Here,ENT specialist will not be able to help you because this is completely a different case.

Treatment will depend upon the underlying cause.

So,immediately go to the respective doctors as i said who might help you.

Thanks and Regards,
