Question: My blood pressure is normally around 119/76 today i was driving to work and All of a sudden my head was cloudy speech was slow and sleard and i was very shaky and my legs were like jello .i made it home and took my blood pressure and it was 99/74 should i go to the er

I read your question carefully and I understand your concern.

That blood pressure of 99/74 in itself is not alarmingly low. However since blood pressure can fluctuate it can not be excluded to have been even lower at the time of your symptoms. That could explain those symptoms in the setting of insufficient blood perfusion.
Whether to go to the ER now depends on your symptoms. If they have completely regressed and you have returned to normality then it can be attributed to a transient lowering of blood pressure and the visit skipped for the moment, try to stay well hydrated.
If on the other symptoms are still present to any degree, I suggest you be checked in the ER, for possible conditions such as heart abnormal rhythm, stroke, electrolyted imbalance, anemia etc.
