Suggest Treatment For Chafed Penis Head

Question: My son 5 has chafed penis head, we were at a pool party all day Saturday and I noticed it when putting him in the bath Saturday night. It has since began to heal but I noticed yesterday dry cracked skin in the same area last night . It looks like new skin has grown over a portion of the hole where the urine comes out urethra? And I've noticed his stream is much smaller, what's going on and what should I do?

Hi...I would like to see the penis tip and how it is healing. Sometimes the skin over the opening can heal and block the opening of the urethra. i have a few questions for you -
1 how is the urinary flow
2 is it forceful or dribbling
3 is he complaining of pain or burning sensation
4 is there any fever
