Brief Answer:
Consult qualified Urologist.

Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that your husband has been detected to have early stage cancer of the bladder.

I shall be happy if you can post me few more details to help me in making comments on his problem
1) Have you consulted Urologist?
2) Have you done endoscopic examination of bladder and confirmed the grading of cancer by histopathological examination(Biopy)
3)Have you done his C.T Scan examination?

The ideal course of action would be do endoscopic resection of the bladder tumor (TURBT) and intravesical therapy with BCG .This will help to arrest further growth of the cancer followed by frequent recheck Cystoscopic examination every 3 months to rule out any recurrence.

Please consult qualified Urologist for further treatment

Hope I have answered your query ,please feel free to ask if you have more questions I shall be happy to help you
Thanks and Regards.
