Question: I am sufring from infection in penis ......There are soar .. This is very painful and burning..... So I can not open my upper skin of penis..

Inflammation of the head or skin over the head of the penis is balanoposthitis and truly this is what you seem to describe here.
You should not do what you are not able to, ie do not try to open the upper skin of penis, you may break the skin over it and cause more infection.
THere are many causes of this condition from infection, trauma, allergy. Ideally treatment can be given after cause is known by eliminating the cause.
I suggest to apply CANDID B cream over the area for twice a day for three day.
Do not masturbate. You can take BRUFEN 400mg twice a day for the burning pain.
