Brief Answer:
It has to be done by qualified person, you on your own can not do it

Detailed Answer:
Hi XXXXX
Welcome.
I have gone through your query.

Tight frenulum is usually best treated under local anesthesia by a simple surgical correction known as Frenuloplasty.
First of all it need to be examined and treatment plan can be decided, in any case you can not treat or address it own your own. You need to see a general surgeon, he will help you out. I don't think you should be worried about showing and or consulting regarding this to doctor. But I would suggest you not to attempt to correct it on your own

This provisional advice provided by me is based entirely on the input provided to me. I would suggest examination by the doctor.

I hope this suggestion might be of some help to you.
Take care.
