This looks like a pilonidal cyst. Due to ingrown hair in this location tissues get irritated and create a cyst. This cysts gets infected from time to time and turns into an abscess. It is very characteristic for this condition to recur.
I suggest you to consult general surgeon with this issue. You should get scheduled for surgery. The cyst needs to be removed with surrounding tissues.
