Are you atopic? No, sebbhoreic
Have you used anything new on your body or applied anything on your hands?- no
Is it the first episode or earlier also you had similar rashes? No. Started with a small patch on one hand last summer
Any other site involved?- no

Brief Answer:
Seems to be either endogenous eczema or granuloma annulare

Detailed Answer:
According to your history it seems to be case of endogenous eczema which usually occurs due to internal sensitivity of the individual or granuloma annulare which is a granulomatous disease affecting the skin presenting with ring shaped and half circle patches.
In either of the condition I recommend my patients to apply cortisone cream on the affected area twice daily along with a good quality moisturising cream on the entire hands frequently and liberally. For itching you can take antihistaminic like tablet chlorpheniramine at bed time.
