Brief Answer:
A couple of other possibilities

Detailed Answer:
It's not very clear. If it comes and goes in a couple of days. it can be an urticaria which is an allergic reaction.
If it persists, it's likely to be an infection , fungal like tinea versicolor or a bacterial infection.
It would be good to see a dermatologist and have yourself examined and tested.
Then you get the proper treatment.

Brief Answer:
Welcome

Detailed Answer:
The procedure varies from country to country. In your country probably you require to be referred by your local GP. This is often not the case in private practice.
If the system accepts referral by a doctor in another country, I will be happy to.
