I understand your concern.
First of all, dizziness is very common in people having known hypertension or heart problems. It can be due to uncontrolled hypertension leading to increased blood pressure or sudden fall in blood pressure leading to symptoms.
Also some antihypertensive drugs can cause dizziness as side effect. You have mentioned beta blockers but could not name the other drugs. Alpha blockers or centrally acting antihypertensives can cause postural hypotension and lead to dizziness or vertigo. Drugs like ACE inhibitors, calcium channel blocker, angiotensin receptor blockers also can present with dizziness as side effect.
Measurement of blood pressure for once is not conclusive. A blood pressure of 139/91 is not very alarming, but a regular monitoring should be done.
So it would be better if you could tell me the names of drugs he is taking. Also an Echocardiography is suggested to assess vascular status of heart as less blood supply can also cause dizziness. I would also suggest consultation with a cardiologist regarding antihypertensive drug regimen. Avoid fatty food and alcohol if any. Do brisk exercise if possible.
