Question: have red non raised rash-on inner thigh ,used hydrocortisone and it spread to penis and other thigh. red no bumps not sexually active

Red non raised rash in thigh area spread to penis is likely a jock itch and will need antifungal creams along with hydrocortisone creams for better relief.
