Question: Please tell me what this looks like. we notice in the winter when temperstures drop. My daughter who is 7 years old develops dry skin, which turn into this red and raw rash on the tops of her hands.

I have gone through your query and viewed the images.

This seems to be due to extreme dryness of skin, most likely due to the dry weather coupled with the harsh effect of soap on hands and repeated washing of hands with water. I suggest that she moisturizes her skin regularly, at least 3- 4 times a day and everytime she washes her hands. In addition to that she may use a moderately potent topical steroid e.g either mometasone furoate 0.1% cream or triamcinolone acetonide 0.1% cream, twice daily for the red rashes. The topical steroids are prescription medications and I suggest that you talk to your local practitioner for a prescription regarding the same.
