Brief Answer:
Restrict salt, raise lower limbs; clinical evaluation, investigation needed

Detailed Answer:
Hi.
Thanks for your query.
Noted the history of swollen legs, ankles and feet not responding to Lasix; diabetes under control.
The most probable causes in such a situation as one of the following or a combination of a few:
Anemia that is low hemoglobin levels.
Hypo-proteinemia that is low serum proteins.
Any medical problem related to kidneys or heart.
Locally:
Varicose veins.
Lymphatic edema - the toes are spared.

Hence you need to get a proper clinical evaluation, investigations related to finding or ruling out the above mentioned common causes and get treated accordingly.
Till then raise the lower limbs above heart level in laying down position to reduce the edema.
Restrict salt intake in any form.

I hope this answer helps you to get a proper cause which can be treated accordingly to get relief/cure.

Please give feedback once the investigations are done.
Take care.
With Regards.
