Brief Answer:
Nebulisation with steroids and bronchodilators would help

Detailed Answer:
Hello sir, thank you for choosing healthcaremagic. Acute bronchiolitis is the most common cause of cough and congestion in babies.Bronchiolitis typically lasts for two to three weeks. It may be accompanied by pneumonia or ear infection. In such cases, antibiotics are prescribed. The following are treatment options of acute bronchiolitis :
1)humidified oxygen
2) Because viruses cause bronchiolitis, antibiotics — which are used to treat infections caused by bacteria — aren't effective against it.
3)Nebulization witb bronchodilators meaninv drugs that open airways and corticosteroids may be considered only in severe cases.
4)adequate fluids must be given to prevent dehydration.
Other causes of severe cough with phlegm include the following :
1)pneumonia
2)acute severe asthma
3)acute bronchitis
4)bronchiectasis
5)cystic fibrosis
6)empyema
7)gastroesophageal reflux
8)aspiration pneumonia.
Nebulization with bronchodilators and corticosteroids is helpful in relieving congestion and cough. nebulizer is a type of breathing machine that lets you inhale medicated vapors.Once the medication works its way into the lungs, you may find relief from symptoms such as shortness of breath, wheezing, chest tightness, and coughing.
Using a nebulizer requires the machine and a spacer or a mask to help you breathe in the vapor.

It also requires liquid medication, such as:

albuterol
hypertonic saline
formoterol
budesonide
ipratropium
Please discuss about the above mentioned treatment with your paediatrician.nebulizer requires prescription.
Hope i have answered your question.please let me know if i can assist you further. Thank you. Take care.
