My 2.5 Yr Old Son Had A Small Lump On

Question: My 2.5 yr old son had a small lump on the side of his penis . When I touch it will move. He had no pain or any discomfort. It's almost 1 yr the lump wad there. No change in size. Is it normal or something serious.

No, there was no scortal swelling or any injury. When I searched in Google I found about smegma peral. Pictures shown was similar to my son's problem. Does it need any treatment or does it goes its own.
