Brief Answer:
It is related to ocd but not ocd

Detailed Answer:
Dear XXXXXXX
Thanks for using Healthcaremagic.

I read your query and understand your concerns.

First of all I like to inform you that OCD and impulse control disorders are related but not same. There has been similarities does not mean that one can turn to another.

I also like to inform you that despite the odds I have never seen an individual with OCD to turn into kelptomania provided there was no such impulse in past and I feel same should be applicable for you.

In my opinion you are having recurrence of obsession following decrease in dose of fluoxetine. It will be better if your maintenance dose is kept at either 60 mg or 80 mg for complete remission over a extended period of time.

I hope this helps you.
If you have more questions feel free to write back to me.
Thanks and regards.
